Regional Alternative Licensing Center The Regional Alternative Licensing Centers (RALC) were established by the North Carolina State Board of Education and are authorized to evaluate and prescribe licensure plans of study that will lead to counselor, social worker, and teacher licensure in North Carolina. Three RALC'S were created in 2002 to assist school districts in the licensing of counselors, social workers, and teachers. The centers do plans of study for lateral entry, prospective lateral entry, emergency, and provisional (in some areas) licensure. Contact the RALC through your human resources department for employed counselor, social worker, and teachers, email and /or telephone for prospective educators.
