Article V: Appointed and Contracted Positions and Duties


Proposed Change #1 - Page 3, Article V

                             -- Add Article V, Section 4 - Executive Director

 

Proposed Change #2 - Page 3, Article V (V-a4 – V-4d)

                                  -- Add the following:

V- 4a -- The Executive Director shall serve as a non-voting, ex-officio officer who reports to the Board of Directors.

V- 4b - The Executive Director shall serve as the chief staff executive responsible for strategic implementation, board support, organizational leadership, and coordination of administrative operations.

V- 4c - The job description and title for the Executive Director is delineated in the NCSCA Policies and Procedures.


Background and Rationale

Currently, NCSCA contracts with an Association Manager to support the operational and

administrative functions of the organization. As NCSCA has grown in size, complexity, and strategic engagement, it has become evident that a higher-level leadership role is needed to provide consistent oversight, strategic implementation, and organizational continuity.

The addition of an Executive Director (ED) will provide executive-level leadership focused on long-term vision, organizational coordination, and board support. This position is intended to complement, not replace, the Association Manager role (unless a transition occurs at a future date, which would be separately addressed). Furthermore, clearly distinguishing the responsibilities of the Board, Executive Director, and Association Manager is essential for effective governance, transparency, and sustainability.
